Line by line is the default because it's good when searching for specific text (instead of searching for "not this text"), as you can see every line in the file that matched your results.

I narrowed the scope to one folder that has only one of these files and that file has "vendor" in it, so there should be zero results. Then I figured out that it was matching every line in the file that did not match -"vendor".

I had to change the Advanced setting to "Match query to the entire file". The Exclude Files box will only exclude based on file name, but by entering -"Vendor" in the Query box, it will search the contents of the file and only show a match if it doesn't contain the word "Vendor."
